Talk to the parents of the bully and try not to tell your child that you talked to the bully's parent because even something like that can cause even more bullying from other kids! Also teach the kid to defend himself because if people can see that he can defend himself bullys will usually stop bullying him. This might cause a suspension or something but since hes in 4th grade his future doesn't really get affected by this because the future is affected during middle school or High School usually( I think) thats when it matters. :)
