First you need to find out whether or not she feels the same way for you, perhaps ask a mutual friend to find out as you dont want to go and ruin a good friendship. Chances are that if she does not feel the same way for you and you tell her you have a crush on her she will no longer feel 100% comfortable with you.

If she/he is a friend, then ask. You will either lose the friendship or find they are in agreement. Your friendship with that person will never be the same after you've gone to a point of having a crush on them anyway.

First of all, do NOT declare your love! That will scare the crap out of her and she will think you're a weirdo if you're already in love with her and you've never even been out on a date. Tell her you LIKE her and that you'd like to take things to the next level.

Go on a few dates, and see what happens. You never know, you may not even be compatible in that regard and just want to remain friends (albeit awkward at first).

Heck I say declare your love, there is not enough romantics left in this world. I bet this person already has some clue of your feelings. Go for it.

Be careful here! I did the whole declare my love bit and it just made things awkward after for her. Lost a good friend. It helps if you are a confidant for her. She may tell you things that give you an idea of what she looks for in a guy. If you meet at least some of these, I'd venture on asking mutual friends about whether she has any feelings for you in that department.
